Hema Kotecha is an independent consultant on peace-building, state building and political security and a specialist on Central Asia and the Caucasus. She has worked for international organisations in the region since 2004 with responsibility for developing strategies and programmes on a range of democratisation, conflict and security issues. Most recently she was Advisor to the Politico-Military Unit of the OSCE in Azerbaijan and contributed to the organisation's policy development, authoring several reports on counter terrorism and ethnic conflict.
